About
HOCOL GROUP, INC. is led by Founder, President, and Chief Executive Officer Jose Daniel Martinez Pabon, a petroleum engineer whose work spans two environments that rarely meet: upstream technical operations and United States infrastructure permitting.
He began his career in Colombia, analyzing real-time drilling parameters at Schlumberger Surenco S.A. and managing inhibited drilling-fluid systems at Datalog Technology, where he led technical teams of 10 to 25 personnel across field, remote, and laboratory environments. That work is governed by a discipline now central to the QIA Framework: every operating decision must trace back to the measurement that justified it, and the distinction between measured and assumed values must never be lost.
Since founding the company in Massachusetts in 2017, he has prepared and managed municipal building-permit applications, utility interconnection applications, and inspection and code-compliance closeouts across multiple jurisdictions. That sustained, first-hand exposure to U.S. authorization processes — and to the documentation failures that delay projects independent of their engineering merit — is the direct origin of the QIA Framework.
He holds a Master in Management in the Hydrocarbon Industry from Universidad Viña del Mar and a petroleum engineering degree from Universidad Industrial de Santander, and is a licensed petroleum engineer in Colombia (Consejo Profesional de Ingeniería de Petróleos, Registration No. 6199).
