Simplifies complex approvals.  Moves stalled projects forward.  Resolves Notices of Violation.  And repairs problems that arise in due diligence.

Provides strategy for and team management of federal, tribal, state, and municipal zoning, land use, and environmental review.  Services include portfolio review, pre-purchase due diligence, entitlements, and right-to-build, construction, and operations approvals for new and expanding projects and conversion of existing assets.   Develops critical path method schedules and formal permit management systems as needed to support these efforts.  

Approach is grounded in early identification of all required permits and approvals, project review to limit or eliminate unnecessary approvals, parallel scheduling of review processes, and well-crafted applications and support documents.  Early and continuing liaisons with reviewers then helps keep projects on track and on schedule.  

Experienced with NEPA, MEPA, BIA, US EPA, USACE, MassDEP, MassCZM, MassDOER, FHWA, FAA, MassDOT, MassDCR, USF&W, NHESP, MassDAR, MHC, Article 80, SPSR, 40B and analogous federal, tribal,  state, and municipal regulations and regulators in Massachusetts, throughout New England, and elsewhere in the U.S.  (And decodes and demystifies all of those acronyms and more.)  

Current projects include siting advice for a new performing arts center, zoning analyses for several projects in Cambridge and Brookline, and permitting for a large residential project in Bellingham, distribution centers in Raynham and Charlton, and a pedestrian bridge in Cambridge.   Recent projects include mixed-use developments in Sharon and Shrewsbury, due diligence review for major existing asset purchases in Waltham and Cambridge, strategy and team management for a large transit-oriented development in Somerville, permitting for large residential projects in North Attleborough and West Bridgewater, and support for the sale of a prime development parcel in Kendall Square.  

For municipal clients, provides zoning and non-zoning bylaw/ordinance analysis and revision, peer review, consensus building, and decision support. 

Finally, provides pro bono career advice and guidance to those entering the zoning, land use, and environmental review field and those making changes within the field.
